Scott is the Assistant Town Manager and Finance Director for the Town of Avon, where he has been employed since 1996. He is responsible for all financial support services and information technology functions for the Town. Prior to joining Avon, Scott served as the Chief Financial Officer for the City of Northglenn and as the Chief Accountant for the Irving Independent School District in Texas. Scott received a Bachelor of Arts Degree in Accounting from the University of Northern Iowa and is a Certified Public Accountant, a Certified Public Finance Officer, and a Certified Public Funds Investment Manager.
Scott has served on a number of boards including the Colorado Government Finance Officers Association and the National Government Finance Officers Association Committee on Treasury Management and Investments. He has been a member of the COLOTORUST Board of Trustees since 1998 and currently serves as Chairman.
Brett currently serves as Chief Business Officer for Lewis-Palmer School District 38, located in Monument, CO. Prior to joining Lewis-Palmer, Brett served as the Chief Business Officer at District 49 for over 13 years, and 2 years as CFO in Bennett School District before that. He has previously held accounting and finance positions around the country with Bank One, J.P. Morgan Chase and The Dun & Bradstreet Corporation. He received a Bachelor of Science in Business Administration with a focus on Accounting and Finance from the University of Arizona.
Brett has served on the COLOTRUST Board of Trustees since 2010, has served on a variety of committees including the Business Continuity Plan Committee, and currently serves as Vice Chairman.
Mario is a Senior Investment Portfolio Analyst for the City and County of Denver where he is responsible for management of five portfolios totaling $6 billion in assets under management as well as for credit and risk analysis of all issuers allocated within the portfolios. Additionally, Mario conducts trading and rebalancing of portfolios for benchmark and model duration stability. Prior to joining the City and County of Denver, Mario worked as an analyst for Scottrade Inc., KeyCorp, and Wells Fargo. He earned a Bachelor of Arts in Economics from the University of Colorado at Boulder.
Mario joined the COLOTRUST Board of Trustees in 2018.
Brigitte currently serves as the Chief Deputy Treasurer for Larimer County. Prior to this, she served as Treasurer for Adams County for eight years where she was responsible for collecting all county property taxes, distributing those taxes to the underlying taxing authorities, and investing the difference on behalf of the county. Brigitte teaches Accounting at Front Range Community College, is a Rotarian, and volunteers extensively in her community. She received a Bachelor of Science in Business and Information Systems from the University of Phoenix and a Master of Business Administration in Accounting and Finance from Regis University.
Brigitte has served on a number of boards including the Adams County Retirement Board, the Adams County Aging Network, the Adams County Housing Authority, the Adams County Food Bank, the Colorado County Treasurers Association (Metro Division), the Front Range Community College Business Advisory Board, and the IHM Finance Council. She has been a member of the COLOTRUST Board of Trustees since 2014.
Jim has over nineteen years of experience working with Colorado special districts, both as a board member and as an administrator. He served as president of a Metropolitan District for seven years and has been a CPA in Colorado for over thirty years. Jim received a Bachelor of Business Administration in Accounting from the University of Iowa.
Jim is a member of the Colorado Society of CPAs and the American Institute of CPAs. He has previously served as a member of the Board of Directors of the Gunnison Western Federal Credit Union and Treasurer of his local Boy Scouts organization. Jim previously served two terms on the COLOTRUST Board of Trustees, one in 1996 and one in 2008, before rejoining the Board in 2017.
Sandy currently serves as the Chief Operations Officer and Chief Financial Officer for Eagle County Schools and has served in this capacity since 2014. She oversees an annual budget of approximately $130 million and is responsible for the operations of finance, facilities, nutrition services, transportation, and risk management. Prior to this, Sandy served as Chief Operations Officer and Chief Financial Officer for Adams 14 and as a Business Manager for the East Otero School District. She received a Bachelor of Science in Accounting from Colorado Mesa University, is a Certified Public Accountant, and is a Certified Administrator of School Finance and Operations.
Sandy is involved with the Colorado Association of School Business Officials, having previously served as both a Director and President in the past, as well as the Financial Policies and Procedures advisory committee and the Colorado Association of School Executives. She is also involved in a Government Mastermind Group with the goal of bringing all local municipalities together throughout the county. Sandy joined the COLOTRUST Board of Trustees in 2020.
Meredith currently serves as the Director of Operations for the Special District Association of Colorado where she oversees effective implementation of strategy and mission by providing high-quality programs and services for the organization with approximately 2,600 members. She is responsible for finance, human resources, database and website management, conference planning, and membership. Meredith received a Bachelor of Arts in Psychology and Business Administration as well as a Certificate in Non-Profit Management from the University of Texas, Austin.
Meredith is a past board member of the Barnabas Group, a board member for Cherry Creek High School Men’s Soccer Programs, and previously served seven years on the Cherry Creek Academy Charter School Board as well as the Inner City Youth Board. She has previously held a variety of roles such as Business Development Manager for Jefferson Wells International, Vice President/District Manager for Compass Bank, and Vice President/Regional Manager for NationsBank. She joined the COLOTRUST Board of Trustees in 2021.
Jim is currently the County Treasurer and Public Trustee for Lincoln County, a position he has held since 1984. Prior, he spent one year with Lincoln County as Deputy Treasurer. He has been influential in the growth of Lincoln County including the introduction of wind towers and oil and gas production in the county. Jim received a Bachelor of Science in Animal Science with a minor in Agricultural Economics from Colorado State University.
Jim has been an active member of the Treasurers’ Association including three terms as President and the Public Trustees’ Association, where he served as President for one term. He joined the COLOTRUST Board of Trustees in 2017 and currently serves as Treasurer.
Stephanie currently serves as the Director of Finance and Operations for the Steamboat Springs School District where she is responsible for the operations of finance, facilities, transportation, and nutritional services. Prior to this, she most recently served as the Controller for the City of Steamboat Springs where she established and maintained all accounting policies and procedures, oversaw financial reporting and annual auditing, and performed general cashiering functions. Stephanie additionally served as the Business Manager for the Gunnison Watershed School District during which time she earned the credential of a Certified Administrator of School Finance and Operations.
Stephanie received a Bachelor of Arts in Economics from DePauw University. She is a member of the Government Finance Officers Association and the Colorado Government Finance Officers Association. She joined the COLOTRUST Board of Trustees in 2021.
Steve currently serves as the Chief Financial Officer for the Parker Water and Sanitation District where he is responsible for finance, cash management, banking and investments, bonds and loans, and strategic planning. Steve has over twenty years of experience as a CFO for water and wastewater agencies, working closely with all facets of the organizations including water resources and quality, capital projects, operations, and more.
Steve received a Bachelor of Business Administration in Accounting and Finance from the University of Cincinnati and is a Certified Public Accountant. He currently serves as Treasurer for the Havana Water and Sanitation District. He served on the American Water Works Association’s Finance and Audit Committees, as well as several sub-committees including the pension sub-committee and as Chair of the Audit Committee. Steve joined the COLOTRUST Board of Trustees in 2022.
