COLOTRUST is a statutory trust organized and existing under the laws of the State of Colorado and is intended solely for the use of Colorado local governments. COLOTRUST serves over 1,200 local government entities and has current combined assets of over $4 billion. COLOTRUST is designed to provide local governments with a convenient method for investing in short-term investments carefully selected to provide maximum safety and liquidity, while still maximizing interest earnings. COLOTRUST is comprised of two funds: PRIME and PLUS+. PRIME invests only in U.S. Treasury and government agencies. The largest fund is PLUS+ which can invest in U.S. Treasury, government agencies, and in the highest-rate commercial paper. PRIME carries a AAA rating from Standard and Poor’s. PLUS+ holds a AAA rating from all three rating agencies: Standard and Poor’s, Fitch, and Moody’s.
A twelve member Board of Trustees, elected by the fund participants, is responsible for overseeing the management of COLOTRUST, including establishing operating standards and policies. MBIA’s Colorado Investor Services Corporation (MBIA-CISC), a subsidiary of MBIA Asset Management, serves as the investment advisor and administrator.
MBIA Inc., parent of MBIA Asset Management Group and of Colorado Investor Services Corporation, has issued a guarantee to protect COLOTRUST Participants against losses of principal during the term of their investment in COLOTRUST and upon liquidation of funds. This commitment provides that MBIA Inc. will pay to COLOTRUST the amount of any realized losses which result in a material decline in the constant net asset value per share maintained by each portfolio, including any reductions in Participant balances adjusted to maintain the constant net asset value.
